The nuclear detterent that really worked during the Cold War, of M.A.D., mutally assured destruction, was based on two premises. First, enough bombs to obliterate the world many times over; and second, the will of the respective leaders to use them.
THAT'S nuclear diplomacy!
Our enemies know we have the bombs and know we've used them in the past when necessary.
Our enemies, if they watch any media at all, also know we have a leader who -- well, supply your own values here |

Maybe that's why he received the Nobel Peace Prize for 2009 - "awarded to President Barack Obama for his extraordinary efforts to strengthen international diplomacy and cooperation between peoples. The Committee has attached special importance to Obama's vision of and work for a world without nuclear weapons."
I guess that over-rules his oath to uphold the US Constitution: "We the people of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America."
I refer to the phrase that says, "...provide for the common defense..."
