Harry Reid is putting forth a very slimmed down energy bill that contains no cap and trade. Reid told reporters "Unfortunately this Congress, we don't have a single Republican.". He says he does have the 60 votes needed to pass the slimmed down legislation.
The new legislation would convert diesel trucks to natural gas, and would raise the liability cap on oil spills. It also imposes new oil rig safety guidelines.
John Kerry said "Let me be crystal clear, this legislation he has proposed doesn't replace climate change legislation or comprehensive energy legislation."
